The small Gulf nation of Dubai has cemented its reputation as a global business and tourism powerhouse over the past few decades through bold infrastructure projects and strategic investments. Now, Dubai is taking its ambitions to new heights with plans to spend a staggering $35 billion, expanding Al Maktoum Airport into the largest airport in the world upon completion. Dubai’s ruler, His Highness Sheikh Mohammed bin Rashid Al Maktoum, recently approved the designs for new passenger terminals at Al Maktoum Airport that can handle over 260 million passengers per year.

Dubai International Airport
Dubai is already known for its megacity infrastructure projects and record-breaking structures. Home to the world’s busiest international airport, Dubai International handled over 89 million passengers in 2023. However, with demand continuously rising, the existing facilities were in need of expansion. Located in the heart of the city, Dubai International also faced geographical constraints limiting its potential for growth.
Al Maktoum Airport
Enter Al Maktoum International Airport, constructed over 15 years ago in the desert outskirts of Dubai. So far, functioning primarily as a cargo hub, the airport was envisioned from the beginning to eventually take over passenger traffic. With vast open desert lands available, Al Maktoum presented Dubai with the opportunity to develop a completely new generation airport from the ground up.
Dubai $35 Billion Expansion Project
Under the visionary leadership of Sheikh Mohammed, Dubai has unveiled plans to spend $35 billion to elevate Al Maktoum Airport into the world’s preeminent aviation hub. With a projected annual capacity of 260 million travelers, it will tower over all other airports globally. The expanded airport will be located 28 miles southwest of Dubai City and will cover an area of 70 square km, five times the size of the existing Dubai International Airport. The expanded site will feature five terminals, 400 aircraft stands, and an unmatched five parallel runways.

An Entire Airport City – Aviation City
With Al Maktoum Airport expansion, it will serve as the nucleus of a whole new urban centre. Known as Aviation City, it will feature hotels, resorts, offices, industrial and logistics zones integrated seamlessly within the airport grounds. This will create an entire ecosystem supporting over a million residents. Additionally, it will cater to the aviation industry’s every need, all interconnected with high-speed rail links.

Sustainable Development of Al Maktoum Airport
By developing it from scratch, Dubai can future-proof Al Maktoum with the latest green technologies. Plans incorporate sweeping solar panel installations, sustainable building materials, recycling systems and large forested zones. This will help the property qualify for LEED certification. By establishing the world’s largest airport community backed by renewable energy, Dubai is raising the bar for sustainable mega-infrastructure globally.
Economic and Urban Development
Nothing will transform Dubai’s economy more than this airport expansion. Aviation City alone will generate hundreds of thousands of jobs and accommodate global aviation leaders, expediting knowledge transfer. As the premier international travel hub, Al Maktoum is expected to contribute over $30 billion annually to Dubai’s GDP through tourism and trade. The commercial real estate market will also receive a meteoric boost. This will fulfil Sheikh Mohammed’s vision of a city of seven million residents by 2040.

A Pioneering Blueprint
Dubai’s $35 billion gambit clearly aims to establish aviation supremacy for the emirate. But Al Maktoum International Airport’s true significance will be as a prototype that inspires public-private led integrated developments elsewhere. Its model of an entire community emerging organically around air travel infrastructure will benefit Dubai and shape the future of global connectivity hubs. Sheikh Mohammed’s ambitious developmental foresight exemplifies why Dubai continues leading the world in visionary urban planning on an unprecedented scale.
